With the neural membranes possessing a spider-sense with webbing now, I think Spider-Man should say that the reason the webbing doesn't dissolve is due to the membranes sensing how desperate he is to obtain information. He'll apologise and say this has never happened before, and that he can't break open the webbing as he instinctively made it especially sticky, which very likely plays into the membranes deciding to not make the webbing dissolve. In addition to this, he also thinks because he's used to apprehending criminals for a long duration until the police arrive which makes the webbing become weak enough to cut, this aided in the neural spider-sense membranes' confusion.
At first I was like who the hell this dude think he is and It made sense to me how confident this dude when I found out he's Prowler.

I like that this scene shows you Prowler had standards. Yeah, he's a criminal – but he stays in his lane and doesn't empower the petty crooks with things out of their control.
