This is because the Season 3 finale revealed that the Hargreeves and Sparrow siblings lost their powers.

How do the Umbrella Academy heroes get their powers back in Season 4?
The Umbrella Academy’s Hargreeves siblings may regain their powers with the help of their father, Sir Reginald Hargreeves. This possibility is hinted at in both trailers released for the show’s upcoming fourth and final season.
In both trailers, Sir Reginald Hargreeves is shown strapping the Hargreeves siblings to chairs connected to a mysterious machine. He then activates that machine. Thus, this implies that Colm Feore’s character is the very person who helps the Umbrella Academy heroes get their powers. He also likely helps them train as there is a quick shot of Five in the trailer, training in the basement.
As per Screenrant, there have been theories that the Marigolds, the glowing dots in Sir Reginald’s possession, could also be crucial in helping the Hargreeves regain their powers in Season 4. Furthermore, this again supports the theory of Reginald being the key to restoring the Hargreeves’ powers. This is despite the Marigolds not making an appearance, let alone getting a mention in the two trailers.
The above theory would not be surprising. This is because, Reginald was responsible for the Hargreeves siblings and the other 36 children getting powers on October 1, 1989. At birth, when he opened a jar containing the marigold dots they spread around, entering the bodies of the 43 children, according to the show’s VFX supervisor Everett Burrell, as per AWN.
